PHILGUARANTEE announces key senior appointments in Housing Guarantee and Comptrollership Groups

The Philippine Guarantee Corporation (PHILGUARANTEE) is pleased to announce two senior appointments at the Housing Guarantee Group (HGG) and the Comptrollership Group (CG), respectively. These personnel movements demonstrate PHILGUARANTEE’s continued commitment to ensure succession in two key functions of the organization, as well as the delivery of services to stakeholders.

VP Teresito Cayo A. Butardo was promoted to Group Head (Senior Vice-President) of the Housing Guarantee Group effective June 25, 2025. He brings-in three decades of expertise in guarantee operations, strategic leadership, and business development. As Group Head, he will spearhead PHILGUARANTEE’s efforts to advance the housing guarantee program as a viable intervention to the nation’s housing sector, while at the same time, contribute towards addressing challenges and driving meaningful progress in housing finance.

At the same time, VP Liezl E. Pangan was also promoted as Group Head (Senior Vice-President) of the Comptrollership Group effective August 8, 2025. Also a seasoned public sector practitioner, she is equipped with the necessary experience in public accounting and internal audit governance, compliance, and strategic planning in order to ensure PHILGUARANTEE’s financial sustainability.

Both SVP Butardo and SVP Pangan’s depth of public sector experience will contribute towards ensuring improvements in each of their Group’s efforts, and in the overall achieve the corporation’s mandate of development financing.
