PHILGUARANTEE rated as compliant in ARTA HCSM Report for F.Y. 2023

PHILGUARANTEE achieved a significant milestone by receiving compliant remarks from the Anti-Red Tape Authority (ARTA) in its implementation of the Harmonized Client Satisfaction Measurement (HCSM) for F.Y. 2023. This recognition underscores the Corporation’s dedication to provide reliable service and ensuring that client feedback is a valuable tool in its operations.

In line with ARTA Memorandum Circular No. 2022-05 dated 20 September 2022, “Guidelines on the Implementation of the Harmonized Client Satisfaction Measurement”, all government agencies providing services to clients or the public undergoes a standardized framework in measuring client satisfaction across all levels of government to ensure continuous improvement and enhancement of service towards client-centered Citizen’s Charter. PHILGUARANTEE implemented the use of the HCSM to gather feedback and insights of its service delivery from clients for F.Y. 2023.

Based on the ARTA evaluation, PHILGURANTEE garnered an impressive overall Service Quality Delivery (SQD) result of 91%, classified as “Very Satisfactory”. ARTA’s evaluation was based on the Corporation’s 2023 Citizen’s Charter (5th Edition). This score not only reflects and validates the Corporation’s continuous efforts to meet and exceed client satisfaction in terms of its programs and services, but also strengthens its commitment to further establish its reputation as a client-centric Corporation driven by excellence.

As PHILGUARANTEE moves forward, it aims to maintain quality standards of service delivery while
ensuring full compliance with the regulatory requirements of the ARTA alongside that of the
Governance Commission for GOCCs (GCG). The Corporation remains steadfast and committed to
continuously improving its processes and delivering even better results for its clients in the future.
