Empowering Public Service: PHILGUARANTEE Observes EODB Month

In support of the Ease of Doing Business (EODB) Month this May, state-owned Philippine Guarantee Corporation (PHILGUARANTEE) joins the nationwide observance by featuring a short but impactful video presentation into its regular Monday flag ceremony on May 5, 2025.

With this year’s theme “From Red Tape to Red Carpet: Better Business Movement in a Bagong Pilipinas (#R2C:BBMBP)”, it recognize and support initiatives aimed at delivering faster, simpler, and more efficient government services.

In the presentation, it highlighted Anti-Red Tape Authority (ARTA)’s commitment in transforming government service delivery through a whole-of-government approach by fostering collaboration among agencies through promotion of innovation, streamlining regulatory processes, and ensures transparency and accountability.

PHILGUARANTEE remains committed to ARTA’s mission by consistently seeking smarter strategies to improve its processes, deliver better services, and implement effective practices. These initiatives help create a government that works faster, responds better, and puts people first.

In 2025, PHILGUARANTEE’s three (3) Guarantee Groups: Agriculture Guarantee Group (AGG), Housing Guarantee Group (HGG), and Priority Sectors Guarantee Group (PSGG)—successfully established Guarantee Facilities for their clients within or ahead of the prescribed processing time. This accomplishment aligns with the service standards set in PHILGUARANTEE’s Citizen’s Charter, 7th Edition, and underscores the corporation’s commitment to efficient service delivery and client satisfaction.

During the first quarter of 2025, PHILGUARANTEE monitored the processing timelines for the establishment of guarantee facilities across its three guarantee groups. The Agriculture Guarantee Group (AGG) processed guarantees for 11 partner lending institutions (PLIs) within a maximum of 31 days, significantly faster than the 57 days and 7 hours prescribed in the Citizen’s Charter. The Housing Guarantee Group (HGG) served 3 PLIs and completed processing within 15 days, ahead of the 19 days and 5 hours standard. Meanwhile, the Priority Sectors Guarantee Group (PSGG) worked with 4 PLIs, processing within a maximum of 21 days compared to the chartered 32 days and 2 hours for MSMEs. All groups successfully met the 100% compliance rate for processing guarantees within the timeframes set by the Citizen’s Charter.
