PHILGUARANTEE Pledges Puso, Dangal, at Galing during 126th PCSA Anniversary Celebration

In the spirit of solidarity in true public service, PHILGUARANTEE joined the month-long celebration of the 126th Philippine Civil Service Anniversary (PCSA) in September 2026.

“Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan,” continued as this year’s theme, capturing the essence of the Filipino civil servant in today’s evolving governance landscape. In her opening remarks, VP Ronces Anne S. Reyes-De Leon, Head of the Human Resource And Organizational Development Department (HRODD) encouraged everyone to pledge their commitment to rising to this challenge of becoming more responsive, ethical, and
trustworthy public officials.

“Today is our affirmation of collective responsibility as civil servants. This Commitment Wall will serve as our pillar, our guide in the future, so that together, next year, perhaps in the next ten years, we will have a greater nation that we can be proud of,” VP Reyes De Leon said during the PHILGUARANTEE Lingkod Bayani Commitment Program on September 28, 2026.

The Signing of Pledge of Commitment was led by the senior management of PHILGUARANTEE with President and CEO Alberto E. Pascual; SVP Ian A. Briones, Head of the Corporate Services Group; SVP Teresito Cayo A. Butardo, Head of the Housing Guarantee Group; SVP and Chief Legal Counsel Atty. Isabelo G. Gumaru, Head of the Legal Services Group; SVP Atty. Nelia O. Oandasan, Head of the Business Operations Group; SVP Liezl E. Pangan, Head of the Comptrollership Group; and SVP Atty. Emmanuel R. Torres, Head of the Agriculture Guarantee Group and concurrent Acting Head of the Priority Sectors Guarantee Group.

Meanwhile, the Corporation’s Employees’ Association was represented by President Atty. Rhys Hywel Salise and Public Relations Officer Ms. Karen Diane Rivera.

Among the dynamic roster of activities for the month, PHILGUARANTEE employees participated in the Trabaho at Serbisyo Hatid sa Bayan 2026 and the Lingkod Bayani Run 2026. Trabaho at Serbisyo Hatid sa Bayan 2026, the annual government job fair, was held from September 7 to 11. It served as a venue in which national government agencies, local government units, partner institutions, citizens had more convenient access to employment opportunities, government programs, and key frontline services.

The Lingkod Bayani Run 2026 was a nationwide fun run initiative on September 13, which was held simultaneously all over the country to promote wellness, unity, and public service pride among government employees and citizens.

The fun run brought together Filipinos from all ages in a celebration of health and advocacy, as the proceeds from the activity will support the Pamanang Lingkod Bayani Program for public servant heroes who have risked or lost their lives in the performance of their duties and responsibilities.

“Our work may be complex and technical: guarantees, programs, risk management, finance, operations, systems, policies, administration. But behind every transaction, every approval, every process we improve, every program we support has a larger purpose: to help create opportunities, strengthen confidence, and contribute to a more resilient Philippine economy,” SVP Ian A. Briones said in his closing remarks.

He also affirmed that true public service is not defined by titles, awards, and years in service, but in the trust civil servants earn, the institutions they strengthen, and the legacy they leave behind.

“And as we move forward, let us bring heart into our work, honor into our decisions, and excellence in everything we do. Because when each of us chooses to give a little more, a little more integrity, a little more excellence, a little more compassion, and a little more commitment, we create an organization that serves better. May we look ahead with renewed purpose as we commemorate 126 years of Philippine Civil Service,” he maintained.

The 126th PCSA commemorating the establishment of the Philippine Civil Service on September 19, 1900, officially kicked off on August 24, 2026 to honor over two (2) million public servants all over the country.

As the celebration comes to a close, PHILGUARANTEE recognizes all officials and employees that form part of a resilient government–one that readily adapts to abrupt changes and withstands difficulties without compromising on service delivery, truly embodying the credo that public office is a public trust.
