PHILGUARANTEE’s P2.41 Billion Guarantee Support to Cooperatives Expands Financing Access for 24,386 Beneficiaries as of H1 2026

State-owned Philippine Guarantee Corporation (PHILGUARANTEE) continues to advance inclusive economic growth by strengthening financing for cooperatives through its guarantee programs. As of June 2026, the Corporation has facilitated a cumulative outstanding value of P2.41 billion in cooperative guaranteed loans, benefitting 24,386 beneficiaries.

As a key partner in development financing, PHILGUARANTEE empowers cooperatives to expand their lending capacity and provide financing support to communities engaged in productive activities. By helping reduce credit risk exposures, PHILGUARANTEE encourages broader private sector participation in extending credit support to vital sectors of the economy.

A significant portion of PHILGUARANTEE’s guarantee support has been directed toward partner cooperatives accredited by the Agriculture Guarantee Group, particularly those involved in rice production and other agricultural activities. From 2019 to June 2026, they have accounted for P1.76 billion in cumulative outstanding guaranteed loans, supporting 24,255 beneficiaries.

In addition to its support to agriculture, PHILGUARANTEE began extending financing opportunities to cooperatives serving the micro, small, and medium-sized enterprises (MSMEs).

From 2024 to June 2026, cooperatives accessed P28.48 million in cumulative outstanding guaranteed loans, benefitting 113 beneficiaries.

PHILGUARANTEE also provides guarantee support through the Electric Cooperative Partial Credit Guarantee (ECPCG) Program, which helps electric cooperatives access financing for their operation and sustainable requirements. As of June 2026, 18 electric cooperatives have availed of the program, with P622.60 million in cumulative outstanding guaranteed loans.

Of the total 206 partner lending institutions of PHILGUARANTEE as of June 2026, there are 46 cooperatives contributing to expanding access to financing, and supporting the Corporation’s mandate of promoting inclusive economic development.
