PHILGUARANTEE remains in Top 10 GOCCs for second year, remits Php1.86B Dividends to the National Government
State-owned Philippine Guarantee Corporation (PHILGUARANTEE) reaffirmed its position as a top GOCC contributor to the national government for the second straight year, contributing Php 1.860-Billion for FY 2025, 45.6% higher than the previous period.
During the annual GOCCs Day ceremonies held at Malacañan Palace on July 8, 2026, the Corporation was formally recognized as one of the Top 10 GOCCs by President Ferdinand R. Marcos, Jr. Some 50 GOCCs attended the program, which was highlighted by the Chief Executive’s acknowledgment of the various contributing state corporations and their ongoing public service initiatives.
PHILGUARANTEE President and CEO Alberto E. Pascual received the citation from the President, acknowledging that the Corporation’s high dividend payout validates its crucial role in the background as a credit guarantor, supporting strategic sectors of MSMEs, housing, agriculture and other priority areas.
“Extending guarantees to production or working capital-intensive loans mitigate the credit risk of partner lending institutions,” Pascual explained.
President Marcos cited the higher dividend remittances of Php 140-Billion from those contributing state corporations, better by 19.8% compared to the previous year of P116.84-Billion from 53 GOCCs. He urged to continue upholding fiscal discipline and governance stewardship in GOCCs, as he underscored the state firms’ responsible management that will redound to benefitting the public. He also expressed his appreciation to the GOCC sector for its continued dedication to public service.
“The amount could finance the construction of nearly 40,000 classrooms, provide about 165,000 housing units for Filipino families, or build around 8,700 to 9,300 kilometers of farm-to-market roads linking farmers and fisherfolk to markets,” the President announced.
The yearly ceremony was led by President Marcos Jr., together with Executive Secretary Ralph Recto, Finance Secretary Frederick Go, Governance Commission for GOCCs (GCG) Chairperson Atty. Marius Corpus, and other government officials. GOCC heads and senior officials were also in attendance during the state recognition event.
From 2021 to 2025, PHILGUARANTEE recorded total dividends of Php 6.233-Billion, backed by sustained institutional growth and stronger revenue performance. In 2025, the Corporation achieved Php 4.50-Billion in gross revenues, and Php 2.33-Billion in total comprehensive income.
PHILGUARANTEE ranked among the country’s highest dividend-contributing GOCCs, further demonstrating that its prudent management and effective guarantee operations generate tangible value not only for its partner lending institutions and beneficiaries, but also for the Filipino people.
