PHILGUARANTEE Strengthens MSME Financing Linkages in Subic, Zambales Through Two-Day Partnership Engagement and Forum
PHILGUARANTEE successfully conducted a two-day engagement in Subic, Zambales on May 13 to 14, 2026, culminating in the forum titled “Strengthening MSME Financing in Subic, Zambales: A PHILGUARANTEE Partnership Forum.” The activity forms part of the institution’s ongoing efforts to deepen collaboration with government agencies, financial institutions, and MSMEs to improve access to financing and support local enterprise growth in the region. The engagement was led by PCEO Alberto Pascual and VP Raymund Togonon, reflecting PHILGUARANTEE’s sustained coordination with provincial and regional partners.
The first day featured a courtesy engagement with the Department of Trade and Industry – Zambales Provincial Office, led by Provincial Director Enrique Tacbad, where discussions centered on strengthening coordination on MSME development initiatives and aligning upcoming collaborative activities. During the meeting, DTI Zambales
expressed appreciation for the engagement and requested a follow-up discussion with PHILGUARANTEE for further information and clarification on relevant programs. The office confirmed its participation in the succeeding day’s forum in Subic, including the sending of delegates to support the activity.
The main highlight of the two-day activity was the forum held on May 14, 2026, which brought together financial institutions, government agencies, and MSMEs in Subic, Zambales. Participating banks included Rural Bank of San Narciso, Producers Savings Bank Corporation, Land Bank of the Philippines, GM Bank of Luzon, Rural Bank of Cabangan, ProFarmers Rural Banking Corporation, among others, together with MSMEs and business groups in the region. During the forum, AO Arlene Rivera and AO Fritzie Mamawag presented and discussed the Priority Sectors Guarantee Group products, while the Housing and Agriculture guarantee programs were also discussed, providing an overview of available financing support under PHILGUARANTEE.

Strong participation from banks, MSMEs, and government offices reflected a shared commitment to improving access to credit and strengthening regional economic development in Central Luzon. The two-day engagement further highlighted PHILGUARANTEE’s active involvement in expanding financing awareness and building stronger linkages with both public and private sector partners across the province.
