PHILGUARANTEE, Bank of Makati strengthen partnership for enhanced MSME financial support

State-owned Philippine Guarantee Corporation (PHILGUARANTEE) has signed a Memorandum of Agreement with the Bank of Makati on November 18, 2025, in ceremonies held in Makati City, helping create a more stable and sustainable lending environment for micro, small, and medium enterprises (MSMEs).
The signing ceremony led by PHILGUARANTEE President and CEO Alberto Pascual and Bank of Makati President Luis Chua brought together FVP Sean Valentin and Guarantee Unit Head Kathryn Bautista, along with PHILGUARANTEE SVP Celso Gutierrez and VP Raymund Togonon, who also took part in the event.
“This agreement reflects our continued effort to broaden financing opportunities for our MSMEs. Through this partnership, PHILGUARANTEE will extend guarantee coverage to support Bank of Makati’s loan portfolio for eligible MSME borrowers, enabling loan and credit accommodations,” PCEO Pascual said in his remarks.
Bank of Makati President Chua expressed: “Today’s ceremonial signing is more than just a usual partnership; it is a reaffirmation of a relationship that has spanned more than 10 productive years including its predecessor. A partnership is built on mutual trust, shared purpose, and mutual commitment to uplift the lives of Filipino families.”
“For a risk conscious and risk cautious bank like us, PHILGUARANTEE has been a consistent partner in bringing its mandate to life. Translating government initiative into practical, accessible, financial solutions for working Filipinos. To the leadership and team of PHILGUARANTEE, thank you for your unwavering trust, professionalism, and shared vision,” he added.

For his part, SVP Gutierrez commended the partnership, noting that it would help share risk, support Filipino entrepreneurs, strengthen MSME programs, and open opportunities for collaboration on larger accounts, including renewable energy projects.
PHILGUARANTEE and Bank of Makati are aligned in their mission to be reliable partners in supporting and growing the MSME sector, paving the way for stronger businesses and sustainable development across the Philippines.
